Verse
I'll admitt I'm not sure about this as one chord seems to be out of place but Matt seems to be strumming the chords he picks over later on. Listen to the song to figure out the strumming. It's pretty fast and has mutes in it.

Now it's time for another verse

Then another chorus

Now strum some harmonics and play with the whammy bar and its time for some trem picking! This is only a base because it gets pretty insane when Muse play it live.
Play this bit twice
e|-------------------------------------|-------------------------------------|
b|-12-12-12-12-8-8-8-8-5-5-5-5-8-8-8-8-|-12-12-12-12-7-7-7-7-4-4-4-4-7-7-7-7-|
g|-------------------------------------|-------------------------------------|
d|-------------------------------------|-------------------------------------|
a|-------------------------------------|-------------------------------------|
D|-------------------------------------|-------------------------------------|

Then this
e|-------------------------------------|-------------------------------------|
b|-12-12-12-12-8-8-8-8-5-5-5-5-1-1-1-1-|-13-13-13-13-8-8-8-8-5-5-5-5-0-0-0-0-|
g|-------------------------------------|-------------------------------------|
d|-------------------------------------|-------------------------------------|
a|-------------------------------------|-------------------------------------|
D|-------------------------------------|-------------------------------------|

e|-----------------------------|------------------------|
b|-12-12-12-12-7-7-7-7-3whammy-|-4-4-4-4-7-7-7-12whammy-|
g|-----------------------------|------------------------|
d|-----------------------------|------------------------|
a|-----------------------------|------------------------|
D|-----------------------------|------------------------|

I'm afraid from here on you're on your own. Be creative. Otherwise if you've got a recorded Muse live show and have the ability to slow-mo the action, try and tab it what Matt does (I'd love to know exactly what he does on Hulaballo!)

Okay, for the third verse - pick over the chords using the following pattern
e|-----o---|
b|---o---o-|
g|-o-------|
d|---------|
a|---------|
D|---------|

Okay, time for the final chorus

Then play the riff a few times and go mental in between the four chords.
